Arrested Development - Energy Efficiency and Renewables in the Balkans

This study prepared for the EBRD’s 2005 Annual Meeting in Belgrade focuses on EBRD´s lending portfolio in energy projects in South East Europe. It shows that while energy intensity in Balkan countries is very high and very little power is generated from renewable energy sources, the share of investments for promoting energy efficiency and renewables in the region remains minimal.
The publication also presents testimonies of people who promote energy efficiency and renewable energy in the region. Their proposals and ideas are offered to governments, the EBRD and the other donors in the region as an invitation to take a more pro-active stand in the promotion of sustainable energy solutions in Bosnia and Herzegovina, Bulgaria, Macedonia, Serbia and Montenegro, and Romania.
